Public Announcement – Availability of Energy Assistance Funds

Ouachita Multi-Purpose Community Action Program (OMCAP, Inc) announces the availability of federal funds to assist eligible low-income households with energy costs through the Low Income Home Energy Assistance Program (LIHEAP).

What Is LIHEAP?

LIHEAP is a federally funded program designed to help eligible households pay a portion of their home energy bills. Assistance is provided directly to the utility company on behalf of the household.

Funds are limited and distributed on a first-come, first-served basis until exhausted.


Program Types & Assistance Periods

Eligible households may receive one LIHEAP benefit per season, based on program guidelines:

  • Heating Assistance:
    November 15 – March 15

  • Cooling Assistance:
    April 1 – September 30

  • Crisis Assistance:
    October 1 – September 30
    Available to income-eligible households who:

    • Have received a disconnect notice or had service terminated, and

    • Have not received crisis assistance within the past 12 months


Eligibility Requirements

An eligible household is one whose total household income is at or below 60% of the State Median Income, as outlined below.

Required Documentation

Applicants must provide all required documents at the time of application:

  1. Social Security cards for all household members

  2. Proof of income for all household members

  3. Current utility bill(s):

    • Entergy

    • Atmos Energy (if applicable)

  4. Valid photo ID for applicant and all household members 18 years and older

  5. Current lease agreement

  6. Utility allowance verification

  7. Current printout for:

    • SNAP (Food Stamps)

    • Child Support

    • FITAP (if applicable)

📌 Additional documentation may be required based on individual circumstances.
📌 Households reporting ZERO income must submit additional verification.

All information provided is subject to verification.
Intentional misrepresentation may result in criminal prosecution of the applicant and anyone assisting in the misrepresentation.

  • All applications are by appointment only

  • Appointments are scheduled first come, first served

  • Scheduling is based on availability of funds

    If you have a disconnect notice or your service has been terminated, call immediately.

  • Non-Crisis Applicants:
    If your service is active, you may also call to schedule an appointment.

Ouachita Parish has received LIHEAP funding as follows:

  • Heating: $517,274

  • Cooling: $837,983

  • Crisis: $206,909

💡 These funds are 100% federally funded.
💡 Non-governmental sources finance 0% of LIHEAP funds.
